\n\tTheo B\u1ed9 C\u00f4ng Th\u01b0\u01a1ng, EVFTA v\u00e0 Hi\u1ec7p \u0111\u1ecbnh B\u1ea3o h\u1ed9 \u0111\u1ea7u t\u01b0 gi\u1eefa Vi\u1ec7t Nam v\u00e0 Li\u00ean minh ch\u00e2u \u00c2u (IPA) \u0111\u01b0\u1ee3c k\u00fd k\u1ebft c\u00f9ng l\u00fac, v\u1edbi nh\u1eefng cam k\u1ebft \u0111\u1ed1i x\u1eed c\u00f4ng b\u1eb1ng, b\u00ecnh \u0111\u1eb3ng, b\u1ea3o h\u1ed9 an to\u00e0n v\u00e0 \u0111\u1ea7y \u0111\u1ee7 cho c\u00e1c kho\u1ea3n \u0111\u1ea7u t\u01b0, nh\u00e0 \u0111\u1ea7u t\u01b0 s\u1ebd g\u00f3p ph\u1ea7n t\u00edch c\u1ef1c v\u00e0o vi\u1ec7c x\u00e2y d\u1ef1ng m\u00f4i tr\u01b0\u1eddng ph\u00e1p l\u00fd v\u00e0 \u0111\u1ea7u t\u01b0 minh b\u1ea1ch. \n\tEVFTA v\u1edbi 17 Ch\u01b0\u01a1ng, 2 Ngh\u1ecb \u0111\u1ecbnh th\u01b0 v\u00e0 m\u1ed9t s\u1ed1 bi\u00ean b\u1ea3n ghi nh\u1edb k\u00e8m theo (th\u01b0\u01a1ng m\u1ea1i h\u00e0ng h\u00f3a, th\u01b0\u01a1ng m\u1ea1i d\u1ecbch v\u1ee5, \u0111\u1ea7u t\u01b0, ph\u00f2ng v\u1ec7 th\u01b0\u01a1ng m\u1ea1i, c\u1ea1nh tranh, doanh nghi\u1ec7p nh\u00e0 n\u01b0\u1edbc, mua s\u1eafm c\u1ee7a Ch\u00ednh ph\u1ee7, s\u1edf h\u1eefu tr\u00ed tu\u1ec7…) l\u00e0 hi\u1ec7p \u0111\u1ecbnh to\u00e0n di\u1ec7n v\u00e0 \u0111\u1ea3m b\u1ea3o c\u00e2n b\u1eb1ng\u00a0v\u1ec1 l\u1ee3i \u00edch cho c\u1ea3 Vi\u1ec7t Nam v\u00e0 EU, trong \u0111\u00f3 c\u0169ng \u0111\u00e3 l\u01b0u \u00fd \u0111\u1ebfn ch\u00eanh l\u1ec7ch v\u1ec1 tr\u00ecnh \u0111\u1ed9 ph\u00e1t tri\u1ec3n gi\u1eefa hai b\u00ean.<\/p>\n

\n\tV\u1edbi xu\u1ea5t kh\u1ea9u c\u1ee7a Vi\u1ec7t Nam,\u00a0ngay khi Hi\u1ec7p \u0111\u1ecbnh c\u00f3 hi\u1ec7u l\u1ef1c, EU s\u1ebd x\u00f3a b\u1ecf thu\u1ebf nh\u1eadp kh\u1ea9u \u0111\u1ed1i v\u1edbi g\u1ea7n 86% s\u1ed1 d\u00f2ng thu\u1ebf v\u00e0 h\u01a1n 99% d\u00f2ng thu\u1ebf \u0111\u01b0\u1ee3c g\u1ee1 b\u1ecf sau 7 n\u0103m, t\u01b0\u01a1ng \u0111\u01b0\u01a1ng 99,7% kim ng\u1ea1ch xu\u1ea5t kh\u1ea9u c\u1ee7a Vi\u1ec7t Nam sang 28 n\u01b0\u1edbc th\u00e0nh vi\u00ean EU. 0,3%\u00a0kim ng\u1ea1ch xu\u1ea5t kh\u1ea9u c\u00f2n l\u1ea1i, EU cam k\u1ebft d\u00e0nh cho Vi\u1ec7t Nam h\u1ea1n ng\u1ea1ch thu\u1ebf quan v\u1edbi thu\u1ebf nh\u1eadp kh\u1ea9u trong h\u1ea1n ng\u1ea1ch l\u00e0 0%.<\/p>\n

\n\tNh\u01b0 v\u1eady, g\u1ea7n 100% kim ng\u1ea1ch xu\u1ea5t kh\u1ea9u c\u1ee7a Vi\u1ec7t Nam sang EU s\u1ebd \u0111\u01b0\u1ee3c x\u00f3a b\u1ecf thu\u1ebf nh\u1eadp kh\u1ea9u. Cho \u0111\u1ebfn nay, \u0111\u00e2y l\u00e0 m\u1ee9c cam k\u1ebft cao nh\u1ea5t m\u00e0 m\u1ed9t \u0111\u1ed1i t\u00e1c d\u00e0nh cho Vi\u1ec7t Nam trong c\u00e1c hi\u1ec7p \u0111\u1ecbnh FTA \u0111\u00e3 \u0111\u01b0\u1ee3c k\u00fd k\u1ebft. L\u1ee3i \u00edch n\u00e0y \u0111\u1eb7c bi\u1ec7t c\u00f3 \u00fd ngh\u0129a khi EU l\u00e0 m\u1ed9t trong hai th\u1ecb tr\u01b0\u1eddng xu\u1ea5t kh\u1ea9u l\u1edbn nh\u1ea5t.<\/p>\n\n\n\n\n

\n\t\u1ede chi\u1ec1u ng\u01b0\u1ee3c l\u1ea1i, Vi\u1ec7t Nam c\u0169ng cam k\u1ebft s\u1ebd b\u1ecf ngay 48,5% s\u1ed1 d\u00f2ng thu\u1ebf cho h\u00e0ng ho\u00e1 EU. Sau 7 n\u0103m s\u1ed1 d\u00f2ng thu\u1ebf \u0111\u01b0\u1ee3c xo\u00e1 b\u1ecf t\u0103ng l\u00ean 91,8%, t\u01b0\u01a1ng \u0111\u01b0\u01a1ng 97,1% kim ng\u1ea1ch xu\u1ea5t kh\u1ea9u. Sau 10 n\u0103m, m\u1ee9c x\u00f3a b\u1ecf thu\u1ebf quan l\u00e0 kho\u1ea3ng 98,3% s\u1ed1 d\u00f2ng thu\u1ebf (chi\u1ebfm 99,8% kim ng\u1ea1ch nh\u1eadp kh\u1ea9u). Kho\u1ea3ng 1,7% s\u1ed1 d\u00f2ng thu\u1ebf c\u00f2n l\u1ea1i c\u1ee7a EU, Vi\u1ec7t Nam s\u1ebd \u00e1p d\u1ee5ng l\u1ed9 tr\u00ecnh x\u00f3a b\u1ecf thu\u1ebf nh\u1eadp kh\u1ea9u d\u00e0i h\u01a1n 10 n\u0103m ho\u1eb7c \u00e1p d\u1ee5ng h\u1ea1n ng\u1ea1ch thu\u1ebf quan theo cam k\u1ebft WTO.<\/p>\n

\n\tTheo \u00f4ng, nh\u1eefng cam k\u1ebft \u0111\u1ed1i x\u1eed c\u00f4ng b\u1eb1ng, b\u00ecnh \u0111\u1eb3ng, b\u1ea3o h\u1ed9 an to\u00e0n v\u00e0 \u0111\u1ea7y \u0111\u1ee7 cho c\u00e1c kho\u1ea3n \u0111\u1ea7u t\u01b0 v\u00e0 nh\u00e0 \u0111\u1ea7u t\u01b0 c\u1ee7a nhau trong Hi\u1ec7p \u0111\u1ecbnh IPA s\u1ebd g\u00f3p ph\u1ea7n t\u00edch c\u1ef1c v\u00e0o vi\u1ec7c x\u00e2y d\u1ef1ng m\u00f4i tr\u01b0\u1eddng ph\u00e1p l\u00fd v\u00e0 \u0111\u1ea7u t\u01b0 minh b\u1ea1ch, t\u1eeb \u0111\u00f3 Vi\u1ec7t Nam s\u1ebd thu h\u00fat nhi\u1ec1u h\u01a1n nh\u00e0 \u0111\u1ea7u t\u01b0 \u0111\u1ebfn t\u1eeb EU v\u00e0 c\u00e1c n\u01b0\u1edbc kh\u00e1c.\u00a0<\/p>\n

\n\t\u00d4ng Ph\u1ea1m H\u1ed3ng H\u1ea3i – T\u1ed5ng gi\u00e1m \u0111\u1ed1c Ng\u00e2n h\u00e0ng HSBC Vi\u1ec7t Nam nh\u1eadn x\u00e9t, d\u01b0\u1edbi t\u00e1c \u0111\u1ed9ng c\u1ee7a hi\u1ec7p \u0111\u1ecbnh n\u00e0y s\u1ebd gia t\u0103ng t\u0103ng tr\u01b0\u1edfng kinh t\u1ebf c\u1ee7a Vi\u1ec7t Nam, tr\u00ean c\u01a1 s\u1edf \u0111\u1ea7u t\u01b0 trung b\u00ecnh c\u1ee7a EU v\u00e0o Vi\u1ec7t Nam \u0111\u1ea1t g\u1ea7n 800 tri\u1ec7u USD m\u1ed9t n\u0103m trong kho\u1ea3ng t\u1eeb n\u0103m 2010-2017 v\u00e0 c\u00f3 tri\u1ec3n\u00a0v\u1ecdng l\u1ea1c quan h\u01a1n th\u1eddi gian t\u1edbi.<\/p>\n

\n\tTrong khi \u0111\u00f3, Hi\u1ec7p \u0111\u1ecbnh IPA g\u1ed3m c\u00e1c quy \u0111\u1ecbnh hi\u1ec7n \u0111\u1ea1i v\u1ec1 b\u1ea3o h\u1ed9 \u0111\u1ea7u t\u01b0 cho ph\u00e9p vi\u1ec7c th\u1ef1c thi v\u00e0 tri\u1ec3n khai th\u00f4ng qua H\u1ec7 th\u1ed1ng m\u1edbi T\u00f2a \u00e1n v\u1ec1 \u0110\u1ea7u t\u01b0 \u0111\u1ed3ng th\u1eddi v\u1eabn \u0111\u1ea3m b\u1ea3o c\u00e1c ch\u00ednh ph\u1ee7 c\u1ea3 hai ph\u00eda c\u00f3 quy\u1ec1n \u0111i\u1ec1u ti\u1ebft c\u00e1c l\u1ee3i \u00edch c\u1ee7a c\u00f4ng d\u00e2n.<\/p>\n

\n\tHi\u1ec7p \u0111\u1ecbnh IPA s\u1ebd thay th\u1ebf c\u00e1c hi\u1ec7p \u0111\u1ecbnh \u0111\u1ea7u t\u01b0 song ph\u01b0\u01a1ng m\u00e0 21 n\u01b0\u1edbc th\u00e0nh vi\u00ean EU \u0111\u00e3 k\u00fd v\u1edbi Vi\u1ec7t Nam, tri\u1ec3n khai m\u1ed9t khung ph\u00e1p l\u00fd m\u1edbi \u0111\u1ea3m b\u1ea3o ng\u0103n ng\u1eeba xung \u0111\u1ed9t v\u1ec1 l\u1ee3i \u00edch c\u0169ng nh\u01b0 t\u0103ng c\u01b0\u1eddng minh b\u1ea1ch.<\/p>\n

\n\tC\u00e1c b\u01b0\u1edbc ti\u1ebfp theo sau khi hai hi\u1ec7p \u0111\u1ecbnh n\u00e0y \u0111\u01b0\u1ee3c EU v\u00e0 Vi\u1ec7t Nam k\u00fd s\u1ebd tr\u00ecnh l\u00ean Ngh\u1ecb vi\u1ec7n ch\u00e2u \u00c2u v\u00e0 Qu\u1ed1c h\u1ed9i Vi\u1ec7t Nam ph\u00ea chu\u1ea9n, d\u1ef1 ki\u1ebfn trong n\u0103m 2020. Sau b\u01b0\u1edbc ph\u00ea chu\u1ea9n n\u00e0y, Hi\u1ec7p \u0111\u1ecbnh EVFTA s\u1ebd ch\u00ednh th\u1ee9c ho\u00e0n t\u1ea5t, c\u00f3 hi\u1ec7u l\u1ef1c.
